In practical management, a policy maker often has to make a choice from among various alternatives. Quite often, there are several conflicting criteria to take into account. In addition, some criteria are non-numeric: they can only be expressed as `more' or `less'. The QUALIFLEX method for multicriteria analysis has been developed by the Netherlands Economic Institute to handle such problems.
